When does this happen, upon installation ?
Can you share your DB details like type/Version ?

These are mine details and there is no problem upon installation.
Server: 127.0.0.1 via TCP/IP
Server type: MariaDB
Server version: 10.1.13-MariaDB - mariadb.org binary distribution
Protocol version: 10
Server charset: UTF-8 Unicode (utf8)

on another server with joomla 3.8.3 so without update it works
if i make update from joomla it will not work

Hi,


Can you set database character set to "utf8" and the collation to "utf8_general_ci" and try to install CB again ?
